In the short form:
I've placed the order, after very long delays got the wrong belt.
Contacted the seller, no replies to email or VM
Opened the case with paypal and literally in hours got message for Marrs:
"I have been out of the office for over a week. My father is very sick and was admitted back into the hospital. If you will close this claim I will make sure the replacement belts are sent to you tomorrow.

well... I did fell for that scam and closed the paypal dispute.
Guess what ? No belts, no communication
