Opened the case with paypal and literally in hours got message for Marrs:
"I have been out of the office for over a week. My father is very sick and was admitted back into the hospital. If you will close this claim I will make sure the replacement belts are sent to you tomorrow.

The Better Business Bureau provided me a list of customers who have filed a complaint against this company. I am requesting your assistance into this investigation. I believe criminal intent may be present based upon a pattern of business related to the company.

This is a criminal investigation so the form should be notarized in order to be used in any pending criminal indictments against the target company. Strange, I ordered some belts from them a couple weeks ago. I had not seen this thread prior, or perhaps I would have avoided them. But anyway, I had zero problems, the belts arrived today. Just posting this because I read this thread shortly after placing the order and I got worried. Perhaps they just had a rough patch? I hear Fred recently died, too so maybe the health problems thing wasn't a fib after all.

Always use a credit card, even if you're paying through PayPal. If PayPal won't credit you (or you temporarily close the dispute at the request of the swindler), the CC company will take care of you.
Also, CC companies aren't required to credit shipping costs, but at least you'll see a refund for the merchandise. And on the issue of shipping costs, this refers to actual cost, not a fictitious "shipping and handling" charge.
Maybe this will be of help to someone here down the road.

I reported a less than $200 mail fraud claim using USPS online form.
It worked for me.
It really gets the scammer's attention when they are contacted by U.S. Postal inspectors. What happened to you is wire fraud. USPS takes that shit seriously, in my experience
There must be something wrong with me for not having something wrong.
Never have deals with Marrscommunications! They became swindlers. It looks like they have very big financial problems and they try to solve them by the customers. They try to get new buyers because they can't serve all orders from the old ones. I was one of the oldest their customer since 2008. At last they couldn't complete my order during a year! And now they totally ignore me! They sent a large part of that order only after I threatened to take an action and go to a court when I had been to the USA. But finally my last order was not completed and about $200 was stolen by them!
If you are still waiting for the shipments from them, don't wait! Demand a refund immediately. Krista and Fred are liars and swindlers! Don't believe them! Only one thing they will do quick is sending the money request to you. Their phones are always turned off and you will talk with an answering machine.
They made their new site only to find new customers and to steal as much money as they can! I think so.

It's strange that I see this now. I just recently tried to order a new belt for a Nakamichi cassette deck and went to that site. I was rather put off by the "send me an email describing what you want because you can't order it from the web site" thing. I backed away and didn't order. Now that I've read your posting I glad that I did. Sorry you got ripped off. At least you did the noble thing.

well... after I was burned, I Googled and found a track-load or people screwed by Marrs ... canuckaudiomart , tapeheads ...everywhere.
In summary, do not close Paypal despite BEFORE it is resolved. Paypal dispute is one time action, if closed, it cannot be re-open.
At list for 50 bucks I learned something :-)
That's why I suggested that he complain to the General Prosecutor, not court, at least to draw the Prosecutor's attention. Multiple complaints and negative feedbacks would prevent the scammers from cheating anyone else...
Is there any sense in writing a complaint to the Texas and/or Kentucky Prosecutor General's Office? Who has experience in dealing with law enforcement bodies in such cases?
The loss from their dealings for each buyer is too small to go to a court. About $50 - $100.

And they know this perfectly well. In some countries, however, small claims are dealt with by magistrate courts.
