Quick recap:

The insulation cannot prevent or impede the magnetic field B from forming around the conductor. It's no secret how electric and magnetic fields form around the conductor, go back to Heaviside and Poynting who developed the theory a long time ago for Poynting vector and E and B fields for electrical circuit. The electric field E and magnetic field B are orthogonal to each other AND to the direction of electron motion. The insulation is the dielectric material and the dielectric constant of the insulation should be close to 1.0. Also, note the current doesn't go back and forth, only the free electrons do. Current is a calculated number and has no direction, it's a scalar quantity.
