Charles, I agree with your solution. I would not reduce the total attenuator impedence much below 10K, just to keep the IC op amp distortion, especially higher order harmonics, tolerable. Remember, the effective noise of the attenuator will be less than 1/4 the total resistance value, as -6dB is worst case.
-9dB would a lower total noise contribution.
You are quite correct in that you are NOT improving the amp's self noise, but just making the preamp work at a higher average level, in order to overcome its own self noise.
I tend to concur that most amps are a little too sensitive these days, but the tendency, these days, is to make preamps with less gain, and as we are tending toward +/-5 V supplies rather than +/- 15V supplies, the higher sensitivity will be an asset in future.
