Have a older Dell with USB 1.0 built in. Went the same way with the M-Audiophile box - love it for the price. I did have some initial problems with getting the M-Audio to work with the Dell. Of course, I did the normal things like downloading the latest patches/firmware updates from Dell, updating the Win2K OS patches with everything including their kitchen-sink patches;-), and getting the latest software from M-Audio. I even removed the old SB card in the computer just to be sure there were no collisions, software-wise.Still had periodic problems with the M-Audio staying connected. Also experienced seemingly-unrelated disconnects and other weird problems that would disappear for a while after rebooting. Hated it.
Frustrated, I finally decided to get a 2-port USB 2.0 card for the computer - they're cheap these days, think I paid about $12 or so. No more problems - period. Suggest you try the same, if you can.
If you're running 2.0 USB now, then perhaps this experience isn't valid.
While I'm thinking abou it, have you considered your grounding techniques with your stereo system, the M-Audio and the PC's power system? Ground loops can also be difficult to diagnose since the problems are seemingly unrelated. Also keeps noise down, too.
