For a better sounding soundcard (especially if you have the onboard soundchip like the AC97) I would go with the M-Audio 24/96. These are designed for music play and recording. Their DACs are a lot better than the average card. Then you definitely need a good pair of speakers. I prefer hi-fi speakers (not computer speakers). I also use an integrated amp to drive my speakers (Dynaco vintage). But if you're into bass, you'll probably have to try and find high-end computer speakers with a sub. Unless you have room for a proper sub to go with the hi-fi speakers.
But bottom line is that a good soundcard and speakers will make a better sounding package.
