It looks like a notch filter to me as well. I used an 11 liter BR enclosure tuned for 65Hz for my "Hi-Tweek Black Box" RS 1197 monitors without any filters and they measured 2.5 dB from 65Hz to 15kHz in room (by Dan Wiggins using Praxis). I went for extended bass, they sound very good, but they won't play real loud (Hoffman's a real jerk !!!).
For my use, nearfield in a small room, they're about as good as anything I've heard. I use them with treated cones and Planet 10 phase plugs.
