These type of film caps aren't meant/designed for use in line AC circuits (with proper UL listings) so why on-earth you want to risk your own safety with this?

IIRC styrenes don't handle overvoltages very well. Some rectifiers and the caps following them still have a lot of ripple on them so you may want to play it safe and ,scope the ripple out to be on the safe side, especially if you are cutting the voltages on the close side of the ratings.

But Quest....
These are not in an AC circuit they are to bypass ps Electrolytics therefore they are used AFTER the rectifier...
So- they are not dangerous so long as their DC voltage rating is sufficient. However speaking personally I have never liked the sound of adding bypass caps. They will, not might, introduce a resonance at very high rf frequencies. You may like that or it may not be audible..
