I am wondering if the readings that the maximatcher can give for a tube, (in this case a 6L6GC) reflect the health and useage of the tube. Can a tube that tests within the recommended measurements be near the end of its life or is it still considered with plenty of life left?

Transconductance generally falls off with use, so it is an indication of condition. As transconductance drops, distortion may increase. Peak emission is what determines maxim power output capability - though it isn't easily measured without a curve tracer, it generally drops with usage as well.
