Those look like '60s Brimar construction, but I'm only going by my familiarity with Brimar 6SL7. Brimar production is consistent with the phrase "Made in England"
If not Brimar...
"Made in Holland" is a phrase Philips would use, even on tubes made in the Brussels, Belgium MBLE/Philips factory. Take a look at the base, between the pins - there might be a Philips code there if it is not on the lower side of the glass.

Thanks for responding! When you say between the pins do you mean under the tube? I don't see anything there. Looking more closely, on the opposite side of the "Brimar Made in Holland" there is an octagon with 12sl7 in it and below that there is the number 118.

Yes, between the pins = on the underside of the tube. I'll attach a link to a photo of a Philips Brussels/MBLE "Pope" 6v6GT as an example.
A Brimar 6V6GT would not have such Philips style codes - no etch on the glass side; no code on the base between the pins. This lends weight to the origin of your tube actually being Brimar, made in England.
The tube doesn't have anything written by the pins. So it might be a Brimar after all, good to know! I like how they sound so I guess it doesn't really matter but it is nice to know. Thanks!
