What is your goal? I.e., what would you want to accomplish? Make the quiet stuff/noise quieter? Make the medium/louder parts louder?The (now) vintage Valley People "Kepex" could do all that. Presumably, PMI Audio has resurrected Valley People and is working on a "Kepex II". I don't know what the status is or if it'll ever get off the ground. There are, of course, several other products currently on the market, both hardware and software. The important question remains: What would you want to accomplish?
Also, you might want to post your message in the General forum, where you might get more replies. I know your intention is to apply the component to a R-R tape system, but the question/topic of dynamic expansion is applicable to many other situations as well.
Add-on: I don't know how many people here would be familiar with signal processing, so I'll just say that you might consider posting on tapeheads.net and/or diyaudio.com, where a number of pros post.

And also the Kepex is balanced line input/output. And won't be cheap either. But it's a good unit (at least the originals were).
Spindoctor, an addendum to inquiry answered over in General. Read on another blog that when using dbx BX units, make sure your Gain Change LEDs are evenly illuminated between Decrease and Increase. Which will eliminate pumping-n-breathing artifacts. On moi's 1BXII, Expansion is set for 1.3 dB (30%), with Transition Level about midway. When bypassed, four LEDs are illuminated in Decrease range. Increase LEDs top out @ four when Expander is engaged, with personal preference for Pre setting. Connect stereo feed into "From Preamp Tape Output", & return via "To Tape Recorder Input". Would love to hear Series Three with Impact Restoration. ... With Pioneer RG-9, connection is straight-forward; input into Processor Input; & output from Processor Output. Dynamic Expansion has five dB ranges; 4dB; 7dB, 10dB, 13dB, & 16dB. Moi's preference is 16dB, with Input Level on 9. Sounds similar to Gearslutz-modded dbx-118, with that seductive vintage Pioneer tonality added into mix. RG-9 also benefits from increasing power supply cap up to 6,800 uf. ... 73s para Sactown
