I would recommend adding maniaquehifi to your banned buyers list.
He badgered me for days to reduce the price of a tube I was selling. I had listed it as passing emissions tests, but was unable to actually listen to it at the time. He received it, said it was noisy, and refused to let it run in his amp for a few days.
When he finally did run it in his amp for a few days, it did not resolve his issue, so I offered to take the tube back. Unfortunately, he left me negative feedback instead.

So, the upshot is the guy keeps the item and you're paying him to remove his negative feedback?! That's one reason why I stopped selling on ebay in 2006. The other was that there simply weren't enough buyers relative to the number of sellers.
One big reason (among many) I hate selling tubes on Ebay is because too many Ebay buyers demand tube pro guarantees at Ebay prices.
I just won an Ebay buyer protection case against such a buyer because my terms and conditions are very clear - I can't predict how a tube will sound or perform in a real-world environment (and especially in an unknown piece of equipment); therefore, I provide no guarantees. Also, my tube tester controls in the event of a tube tester conflict.
Because I won, the buyer cannot leave negative feedback.
In view of this recent episode, I just made my terms even clearer - "as is, where is" and no returns.
Notwithstanding, my consistent buyers know I will help if there was a mistake within my control.
If I could stop buying things, I would never sell on Ebay again.
My Block list has a scroll bar for a lot of years now, and I Just added this guy. It's a shame that you have to accept scams as the cost of doing business on ebay. Trust me, I've had my share too.
Care to post your list? (So I can paste it into my eBay preferences?)

Yeah, I should've known better. So he wanted me to give him a refund for the tube, a refund for the shipping, and to pay the return shipping!
In the end, I am paying him $25 to keep the tube and remove the feedback.
