Anytime you get a request to log on to a CC site or Paypal from an email don't do it. 100% of the time these are scams, and the legitimate CC companies or Paypal will tell you the same.Open your browser and log on through the CC website or PayPal directly. Most all these services have messaging there, and if there is a problem with your account, you should be able to access the info from the website after you login.
NEVER trust an email login, EVER.

You will see your first and last name in any email from paypal. Like you say, at that point go to the site and log in yourself to avoid phishing.
Not sure what the Visa/MC policies are, but those are not companies that we do business with, are they? We do business with banks, not Visa; not mastercard.
I knew it was fake immediately, because I know the rule of thumb, and sure enough it was. Sure looked convincing though!
