Given his track record in this transaction, I wouldn't count the money until you have it in your hands. I hope your feelings about him are correct and that he will come through for you.
Of course there's a more important point in this story. For a transaction of any significant amount of money, ALWAYS pay by credit card. Regardless if it's via Paypal or not. The good credit card companies will protect you either way.
If a person or company won't or can't take credit card payment, walk away from it. It's not worth the risk. BTW, I'm not writing this with 20/20 hindsight after the fact. I have posted this several times before.

For him to offer you roughly half your money back is outrageous and smacks of calculated extortion or fraud. He is trying to keep half your money because he knows he has you over a barrel. What a jerk! I think you should post his name!
Having been in business for 38 years (foreign car svc), I'm familiar with these kinds of troubles. They rhyme with extending credit to people who seem like good people but are just "having a hard time". For many years I would carry people who couldn't afford my services when they were rendered. After having so many incompletes over credit, I finally stopped doing it. It seemed that no matter how much I would support someone, the trouble never got better-always the same sad story/different script. I now realize that if I lend you something, I'd better be prepared to give it away-self ritcheous indignation doesn't get it back. And, funny, when I stopped extending credit and making up repayment schedules, everyone seemed to find a way to handle paying me.
