All subs together should be able to play as loud as all mains together. On a budget it would be very hard to beat tapped horn subs.
Head over to diyAudio.com as there are a fair few examples for good subs, specifically the link below might be of interest!
Actually anything contributed by 'jbell' could well be helpful.
PS: Just noticed that dealer thing so you may have to clear that with our own God of Bass tomservo!

Thank you very much.
Portability being a significant issue, tapped horns are not feasible.

Me being a dealer makes you leery?? It gets worse... I'm a manufacturer too.
You really should dig a bit into the thread I linked to!
Portability was the main reason for its inception. The end result weighs around 50lb, uses a $200 driver and one sheet of 8x4 ply. Looking at the measurements I find it hard to believe in the possibility of achieving more from a smaller, lighter or cheaper package of any other design.
I did take a look, and it's an impressive design but not really the best solution for this application. The portability issue goes back more to box size than weight; the band has muscle & a dolly, but no big car.
That tapped horn is still pretty big at 9 cubic feet external volume, and I'd need two of them to meet the SPL requirement but would still fall short of the -3 dB at 37 Hz requirement. Ironically a same-size ported box with the same woofer would meet my requirements, but I really need smaller boxes.
I have a suitable subwoofer design worked out, which meets the SPL and bass extension targets in four boxes of considerably less external volume than two of the tapped horns. What I didn't know was whether I needed two, three, or four such subs, and thanks to your earlier post now I know.

If money is limited you defintely want to horn load your subs for max output
and less money spent on drivers and cabs
