Well, something's not right. :-) I think you've already established that!If the Topping is selected as the audio device which you show in your screenshot, the signal should be going thru the Topping.
Can you run a test? Can you connect the analog RCA outputs from the Topping to a preamp, integrated amp, headphone amp, or just about anything to determine if you are getting audio OUT from the Topping? If you are then the problem is not with Safari or the Mac.... it is somewhere downstream from the Topping.
Is the optical cable good? Did the Wadia die?
It also appears that the Wadia has a USB input. Have you tried it with your Mac?

Unfortunately the Topping D10s only has digital and no analog connections. I have no other way to independantly test the optical cable and the USB input on the Wadia got messed up years ago. As far as the Wadia goes in my limited setup I have no other way to test it either. All of your helpful suggestions are very much appreciated, but my audio system is very small which makes it hard to a/b test different parts of it to find out where the problems are. Thank you for bearing with me.

"Unfortunately the Topping D10s only has digital and no analog connections."Are we talking about the same DAC? The Topping D10s?
Topping D10s with Analog Connections - RCA Line Outs
One additional thing I can think of but it's not a sure thing test. Plug the Optical cable into your Topping. Look into the other end of the Optical cable. Do you see light? If you don't see light then the DAC/Optical output or cable is kaput. If you DO see light that does not prove that it is working. There could be light but it's not being modulated by a signal.
However, we DID establish that the problem is not with your Mac, Safari, or your USB cable. The Mac does indeed 'see' your Topping D10s. The problem is 'downstream' from the Mac.

Thanks Abe. You're right about the analog outputs on the Topping D10s its just another sign of my aging that I forgot about them. Next I think I should check those analog outputs to see if they are working or not. A while back I gave my old analog gear to my son.
