I just ran a little experiment and found (as you did) that the "When a CD is inserted" pop-up menu is missing from Music on the 2023 MacMini M2 running Sonoma (Music v1.4.1.29). But when I plug the same DVD external drive into the older MacMini running Monterey (Music v1.2.5.7) I can see the option. Looks like a software bug, and it's probably recent b/c I can't find anything about it in any of the online communities.In the Sonoma version I can even see the space between lines in the Settings window where the missing option is supposed to be.
This doesn't really help solve your problem, but I thought you might like to know.

Perhaps its time for me to find an alternative software package to play CDs.
I probably should have added that Apple Music still works fine with my external CD/DVD player. It's just that the control setting you are looking for is missing. I'm sure they will issue a patch to fix it soon. In my case, it still acts like I told it to previously - when I insert a CD, it automatically starts ripping it to Music using the current settings.
If you want a recommendation other than Music, I find that VLC Media Player works well for audio and video playback of just about any format or medium. It's open-source, free, and very reliable in my experience. But I don't know if you can control it to automatically play when you put a disk in the drive. Never tried that.

I opened a support case with Apple and ultimately wound up talking to a tech who grabbed a SuperDrive and connected it to two machines running Sonoma. In both cases, no popup appeared when he navigated to where it is supposed to be.
He basically said he thinks the documentation team just cloned the documentation from earlier documentation. I took that to mean not Autoplay for you or anyone else running Sonoma.
I installed VLC. I checked off the closest thing I could find to Autoplay. It was Settings> Show All> Playlist > Play and stop but that did not work.
The Mac automatically launches VLC when I insert the CD but then I have to drag the CD into VLC. Music does this automatically so I will be sticking with it for now.
Depending on how important this is to you and how adventurous you are, there is a way to install the old pre-Music program called iTunes (and a few other obsolete Mac apps) on a current Mac OS. It is freeware called Retroactive, very slick and well-designed. It works on Sonoma, although that isn't immediately obvious from the link. Not sure it's worth it just to save a couple of clicks, but that's up to you.I am puzzled as to why Apple would remove the CD control options from Music. It's probably the work of some young programmer who's never touched a CD and doesn't understand why anyone would want to.

Thanks for the suggestion. I am going to pass on this one as I think I found a solution until Apple removes the code for using an Apple infrared remote control with a Mac Mini that has an infrared port.
I was looking for an effortless way to insert a CD into an external drive connected to a headless Mac Mini and have it play without having to use a remote screen.
I think by turning off all the Music settings related to CD meta data, I will be able to insert a CD into the drive, give it a minute to load, and then press play on the Apple infrared remote and CDs will start playing.
they want you to pay for their streaming service, not play your own CDs...
