Inmates with a compact profile and a shelf life of only 20 years or so might drastically reduce the long term costs of humiliation and incarceration.
Follow Ups:
...the one where Warren Stevens turns most of the Enterprise crew into small sponges for easy storage.
Except for Kirk, Spock, McCoy, and Scotty. They weren't sponge-worthy.
The blissful counterstroke-a considerable new message.

that wasn't Stevens, I don't know what you mean
Survivors of an expedition from the Kelvan Empire take over Enterprise in order to get home to the Andromeda galaxy. Since it's such a long journey, they turn most of the crew into little sponges that won't need food, water, or be aware of the passage of time.
Not one of the better episodes. Kirk seduces Warren Stevens' main squeeze (of course), Scotty gets into a drinking contest with one of the other Kelvans.
The blissful counterstroke-a considerable new message.
