apt-X is a proprietary codec ( Qualcom )
It is not part of Windows probably because of this.
HD is a bit dated, it is replaced by aptX-Adaptive.
It is a lossy codec anyway
On Win a USB dongle supporting aptX is the way to go.
The PC sees it as a USB audio device.
You can control its volume like any other audio device.

Been streaming Qobuz free trial into Topping D30 and E30 DAC's via Roku Ultra which seems to down sample everything to 16/48K PCM per E30 display.
The sound is good enough for casual listening but not as detailed as going into the USB input of either D30 or E30.
I'll probably end up with a wifi streamer like the Bluesound unit that is popular. Can't seem to find anything much less expensive with hi res 24/192K output.
I don't understand why you are streaming Qobuz via Roku into a Win 10 computer.All you need do is go to the Qobuz website and look at " Our Players" and download the Windows 64 bit player to your computer. It is free , you don't need a subscription to install the player. This will give you the full Qobuz experience. Then you just connect a USB cable to your DAC ( which supports <24/192). No need to spend anything ( assuming that you already have the cable).
The Qobuz player deivers bit perfect data to the computer.The reason you are seeing everything downsampled to 16/48 is probably because the bitperfect stream is being routed by Windows through its sound engine which will up or down sample whatever it receives to the rate specified in the sound engine (or mixer).
With the Qobuz player ( not the web browser version) you will find an option to set up a WASAPI or Asio session which will send a bitperfect stream to your DAC . When you have downloaded the player and have your DAC connected you will find an icon in the player bar to the right with "Speakers/headphones ". Click on it and you should see a number of replay options including ( I hope) Topping D 30 or E 30 Wasapi and/or Asio. Just select one of those and hey presto bit perfect <24/192 output to your DAC.

The E30 is not a wifi device, so I can't connect wirelessly to it.
Edit : the older Roku Ultra 100 has a digital optical output. You can connect it to an external DAC and stream audio from a PC.
Edit 2:I tried connection the E30 to the Roku's optical output and the display indicated 48.0 PCM, so CD quality streaming seems possible but not hi-res.
