If I were to design a digital playback system that plays from streaming or memory, I'd run some sort of mechanical "clock" device (like an electric motor with flywheel) to regulate the bitrate of the digital stream..... I believe only that would raise the perceived fidelity to that of physical disc media........
Very low jitter clock source -> FIFO read pointer
CD-ROM -> FIFO write pointer
FIFO depth -> CD-ROM motor speed
