They've been called CD-ROM drives and optical drives in the past...... They load data packets to a buffer, which is the "memory based" part.....
I personally think they don't sound as good as traditional CD players that read the data in real time....... But they are far less prone to "skipping" and errors.

Knowing nothing about jitter. Another thing called FIFO.
If I were to design a digital playback system that plays from streaming or memory, I'd run some sort of mechanical "clock" device (like an electric motor with flywheel) to regulate the bitrate of the digital stream..... I believe only that would raise the perceived fidelity to that of physical disc media........
