I have two pairs of them that I will at some point check out and put up for sale.
I don't think there has ever been a fiber optic RCA cable. If memory serves the fiber optic interconnect used a Toslink connector, not an RCA termination.
Yes, they convert from electric to light, then back again. Harmonic Technology made some, RCA, XLR, and for SPDIF.
The last time I heard them, which was 2018-2019, the system did not sound very good. And they were expensive, and one more thing to malfunction. So I became disinterested.
