Plenty of older second hand amps for sale so don't really see a risk
Thirty year old electrolytic capacitors are suspect, even in a sealed unit. They age (dry out) just sitting on a shelf, so that's but one reason E-Stat asked if you're a gambler.
You might find someone who could test the caps for you ahead of plugging it in. Then you'll want to bring it up on a Variac to slowly reform the caps, which may or may not be good once they're brought up to voltage.
If you're handy with DIY, you might save yourself a bit of money. But if you're not, you could end up paying someone to replace all the electrolytic caps, and then running tests on it after that to see if it meets specifications.

Thanks understand that risk was just really trying to find out if the Amp was a good entry level amp for not much money but never really got a reply to that question
