First things first. The outlet needs to be checked for proper wiring. Sometimes the ground and neutral wires are reversed either at the outlet or more commonly on the circuit panel. While both should be at 0 V, the neutral carries a current but the ground should never have a current. You can get a circuit tester at HD or Lowes for about $10.
