You MAY want to start simple?
Buy some Belden 14x3 SHIELDED power cable and make up a new cord.
Ground the SHIELD at the wall end only......not at the device which will continue to use the 3 normal wires....

Do you have a meter? Measure from CASE to outlet ground......or between THIS and another component.
