a receptacle on a duplex outlet. Plug the choke into the remaining open receptacle.
I think reference to primary and secondary is in reference to discussions on the choke application when using a transformer based power condition. A transformer has a primary and secondary side. If you don't use such a pc, then just plug the choke into the open receptacle into which your component plugs.
