The upside to eBay is that items that are "not as described" can usually be returned at the seller's expense. However, if a transaction is cancelled for almost any reason, including this, the buyer is then prevented from leaving negative feedback. I assume eBay penalizes sellers when this occurs (probably in a way that benefits only eBay itself), but otherwise, future buyers will not know even if a dishonest seller has had thousands of bad transactions.
