Rectifiers are cheap, filter caps less so. I would replace the rectifier before using it again. Should the cathode short to either the heater (if indirectly heated) or the plate, things could get disasterously interesting.I don't know what the flash is, though. I'll speculate that the tube is gassy, and that as it warms a bit, most of the gas is adsorbed. Another speculation is also temperature related: Some structure is going south, but expands to a correct-enough position as soon as it warms, and flashing should warm it up pretty quick!
Whatever it is, tubes ain't apost to flash nohow. So I'd replace it.
