Yes and no.The data provided by tube manufactures is intended for use by design engineers when designing equipment. If you are designing or modifying equipment this info is relevant and useful.
For finished equipment the bias is specified by the manufacture and should be set accordingly.
Bias is the term used for the operating voltages and currents at idle (no music playing). The tube must operate at specific conditions to achieve good performance and long life. Bias can be a voltage or a current, it depends on who you ask and how you view it. The most common situation is to measure the cathode current (bias current) of the tube and vary (adjust) the grid voltage (bias voltage) to obtain a cathode current of a specific value or at least in a narrow window.
