Blowing fuses when all the tubes are pulled is bad news and generally points to a shorted power transformer. At least that has been my experience in those normally rare cases.
If you have an ohm meter check to make sure there is no continuity between the primary and secondaries, and measure resistance on the legs of the secondaries. If you have center taps,the resistance should be the same or close to the same between the legs and the center tap.Stu
