Mr. Behr is correct the initials mean just that New Old Stock.
How that term is used is another matter however.
I have found that many sellers use it to mean "vintage". Others may note some indication of use so they are not actually new, but the testing results indicate the amplification ability of the tube is that an average new tube etc..
Therefore try to buy from vendors who are well established and have a reputation for describing tubes as NOS or "used but good" like the asylum sponsors. Such as Jim McShane or Brent Jesse who now uses a different name for his outfit. Those are among many others who are reliable, Tubemonger, TubeSeller et al.
Watch out for ebay!!! A very hetergeneous bunch to put it mildly, the prices may be low, but look at the seller's reputation carefully.
