Each tube type and tube make age differently, even certain era's. So there's no catagorical answer to all NOS tubes. I've opened up sealed Telefunken tubes with a large part of the flashing heavily scorched. Then other types don't see anytihgn but silver flashings when new, even when burned in.So the answer is....you have to study the make and type of tube you're talking about, and then you'll get a feel for how they typically age. Then you can make more sense of the visual inspection regarding aging. The same applies to the darkening of the bottom of the tube around the pins in ECC83's for example.
If I see a Mullard xf2 EL34 with anything dark spots on the flashing, I'm virtually certain it's not NOS. However, RFT ECC83's with dark flashings are normal.....they're sometime silver, milky, or dark.
