I've had this problem with 6550's before, also. If your amp is designed to run them very conservatively [ around 30-35ma ] , than the bias pots designed with the amp are within that particular range. The design intent was probably to install pots that are in finer increments so you can dial the bias in very accurately with tubes that are produced and tested very closely within that range, however the tubes you installed were not chosen from that intended range, there's nothing wrong with the tubes , the problem is with the bias pots in your amp, if they were a courser increment ,than they could accomadate these tubes, but that wasn't the intent of the designer.
