There are too many variables to give an answer. The problem may not be the tube at all, but the tube socket, the bias resistor or capacitor, or in the driver stage that drives that 2A3. 1st, swap the tubes from left to right amp sides-- if you have the same problem, that means it is the tube. I couldn't tell from your post if these were NOS or used tubes; if they have many hours use, the thoriated tungsten filament may simply losing emission ability after the first few minutes.
