Jimmy is probably right, but the best tube tester....

is the circuit you're using it in. Remember, the tester only tests the tube a one particular voltage, which may or may not be the same as the voltage in the circuit you're using it in. If you have a circuit schematic, you can put it in the circuit and see if it runs at the same voltages that the circuit specifies. If it does, it's good, regardless of what the tube tester says. If it doesn't, it's bad IN THAT CIRCUIT, regardless of what the tube tester says, although it may work fine in another circuit.
