That is definitely the Chicago Symphony, probably from the mid 1960s, with a young Donald Peck as principal flutist. Peck was appointed by Reiner in 1959. And yes, that does look like a very young and boyish looking Ray Still playing oboe (but I can't swear to it). Peck and Still both played in the Chicago Symphony (brilliantly) for well over 30 years.
