Music deaf?

Hello to all. I usually lurk in Vinal and Outside and post in both on occassion but have an observation and question that seems better posted here. In my work as a teacher I liked to have music in the background when appropriate, and ususally chose something classical, played quietly. There was the usual griping once in a while, but in general the students enjoyed it. One boy, though, came in while Wagner's Prelude to Lohengrin was beginning. He stopped, looked around the room, and asked, "What's that noise?" I turned the volume up just a little and said, "That's music." He looked at the speakers and said, "No, that's not music, it's just noise." This wasn't the usual claim by students that classical music isn't music, it was an actual inability to make sense of a series of notes, chords, rhythm and tell it was music.
Has anyone out there run into someone unable to 'hear' music? If so, was the person able to 'hear' some genres of music and not others? I worked with handicapped children, by the way, but this is the only student I ever ran into that displayed an inability to hear music.
