"Plenum" rated cable is probably a good indication of premium wire. You need to beware, tho, as some Plenum uses teflon-coated wires, and some uses high-temp PVC. You can tell just by looking at the strands, tho.Home Depot sells General Cable Plenum CAT-5e for around 40 cents/foot.
Of the strands in that cable, 3 twisted pair are teflon-covered, 1 twisted pair is regular PVC and should be discarded.
The teflon-covered wires also work really well as hookup wire in a DIY project...
