Yes, you need an html link and an image that you can reference. The easiest way to do it is the upload the image into a post. Then save the html in that message. That way the image will be saved here, forever.

No, it looks like you uploaded it in a message, but didn't post it. That's why it's in the 'temp' dir. Initially, new uploads go there. When the post is completed, the image is moved to the user dir.

Images in the 'temp' dir do stay around for a while and then get deleted after based on age.

I remember playing around with preview mode, to get the URL. And then did some further modifications, but never actually posting the message. So this should work now. And it should be the latest incarnation.
This now being an actual "post". Hope it works!
