The government hardly needs to do it. They have proven their position on this subject for decades and decades. Greer's theory is that if these supposed black project people come out then there will be hopefully billions of people informed which would force the government or the parts of the government that won't own up to own up. Most likely IMO nothing will change. Deadline Monday. Nobody but Greer forced to eat crow.
The undiscerning mind is like the root of a tree: it absorbs equally all that it touches, even the poison that would kill it.
