The tactic displayed here I find is common at many news/entrainment outlets, esp FOX and Newsmax in this case. I believe there are three goals behind this: 1. Specifically, public normalization of the idea of a post election investigation into the "Biden crime family" with possibility of convictions. 2. Undermine support for Ukraine. 3. Locally and more generally it's a form of virtue signaling to those of a similar mindset. It also serves to intentionally aggravate some readers. i.e. pissing off someone is the goal. Not sure how this fits into the overall strategy but it occurs frequently enough that I don't think it's incidental.
