In rugby, we have seen penalty tries awarded when deliberate time wasting robbing the attacking team of a fair chance occurs.
5 points awarded to the attacking side.

It's the only way to stop this shit from happening.
In your case, the coarch should be fined, or suspended.
Here's a famous Oz vs NZ rugby game where in the last seconds Australia gets awarded a penalty with NZ on the attack just metres from the try line.
Our penalty kicker deliberately wastes time to try to run down the clock and gets done.
