By all means consider replacing the volume pot. Radio Shack has a 100K stereo pot made by alps that works fine and even has the extra tap for the loudness circuit.

But all the other pots are going to be removed by anyone looking to get good sound out of the PAS circuit. Only the collector type or someone who likes to fiddle with tone controls will use them. So IMHO why bother with replacing or even putting much effort into cleaning them? Ditto on much of the rest you mention.

There is one important item though. Replace the selenium rectifier and the voltage doubler caps for the heater supply. It is best to remove the on/off lamp as this loads that heater supply too much (use LED if you must). That, and bypassing the tone controls make a huge difference. And when you bypass tone and balance controls 90% of the pots and caps are no longer used so why bother upgrading them.
