a technique for linearizing the tuning dial on old radios that involved cutting spots out of the fins at specific spots where the cap's fin alignment wasn't too even- the result of a bent fin or just plain sloppy tolerances from the manufacturer.It was known as 'knifing the cap'.
On someone who would scrub the fins, I'd be in there looking for bent ones. This is assuming he really did use pressure and literally scrubbed them. Then I'd be concerned with what was used for the abrasive.
Ron's approach is sound and I use it all the time on tuners.
