Timbo is correct: The Quad FM4 was designed for the UK FM environment and there weren't many stations in their market and they were not packed next to each other like they are in the US market. When I was in university, I sold stereo equipment and Quad was one of the lines we sold. I found the Quad to be an excellent sounding tuner, very "musical" and really good sounding on classical music broadcasts when classical LP's were played on FM stations (remember those days?).
However, as Timbo points out, the Quad is not terribly sensitive nor is it very selective. It needs a good external antenna to perform at its best. If you use a good external antenna and don't try to listen to listen to distant FM stations, IMHO it is a significantly better sounding tuner than many of the Japanese tuners that it competed against and that you can now buy cheap on eBay.
The FM4 was designed to sound good with a good signal - It was not designed to pull in distant or weak stations. 'Most any $50 used Sony/Pioneer/Kenwood/Sansui you can find on eBay will be a more sensitive tuner than the Quad, but I don't think they will come anywhere close to sounding as good as the FM4. YMMV, of course.
