Scott 320 Tuner just Humming ... Help

Which tuner to get and getting the most from it. Thank God, for the radio!

I have a Scott 320 Tuner that is just humming through my Scott 299. No static just the hum/buzz. I jiggled all tubes and all tubes are lit still nothing. Any ideas??
