First an LED will disintegrate with 120v across it. You would first need a diode and large power resistor to operate an LED on 120vac - not practicle IMO as the voltage drift would be beyond the tolerance of the LED it's self.If the switch is neon, then your basic description is correct provided the nean lamp has a built in dropping resistor.
The lug numbers mean nothing. AFAIK there is no standard for marking the lugs. Ohm it out before applying power.
