The big point of a ladder attenuator is that it presents a constant input impedance.
A ladder attenuator has two resistors in series at each position. And the ratio is changed to vary the output.

The 68k that you measure is normal. It could be made lower but this would require that the db change between steps be greater or more switch positions. Everything is a compromise.
