Firstly, is the preamp drawing 23 mA alone, or does this include the draw through the VR tubes? I would assume if using OD3, you are running near 20mA throught the regulator in addition to what is being drawn throught the preamp tube(s). That said, you may exceed the rating of your choke...What are the resistor values in the CRCRC filter?
What is your PS tranny rated up to in terms of current output?Assuming you can swap the choke for the resistor, the voltage drop across the choke will probably be different that that of the resistor. That said you will probably need to adjust the voltage dropping resistor feeding the VR tube.
Do you have a schematic?
