Elevated Heater Voltage, please help

My heaters are running DC and the heater voltage is elevated up 40V by a voltage divider across the B+. There is a cap across the lower leg of the voltage divider. I don't understand how to calculate what the cap value needs to be in this application and why it is there.

Please help and explain this cap and its value.
